Any version of Microsoft Visio Professional or Bizagi Process Modeler (which can be downloaded for free) running on Microsoft Windows .
Mac OS is not currently supported with Bizagi. However, you can execute Bizagi Modeler desktop application through a Virtual Machine. Install the virtual machine of your preference (Bizagi recommend VMware) and then install and use Bizagi Modeler from the virtual machine.
